installing 4.90 over 4.89

I had version 4.89 Evilnat NOBD, I didn't enable QA Flag when I wanted to update to version 4.90 and i forgot to copy noBD file on usb(normal file copied which is check BD!)
on update show me Error 8002F147 and had Update Loop
I checked all the versions, but still the same Error
The hard drive was formatted several times
I changed the hard drive

what's the solution?
