No applicable update data - tried everything

Hey guys, when I woke up today I didn't think I'd be this desperate. I downloaded the "HFW_4.87.1_12_03_2020" put it onto the usb disk into folders PS3/UPDATE and named it PS3UPDAT.PUP, I did everything like I was supposed to. I put it into ps3 and it said No applicable update data... then I figured out that the disk has to be FAT32 and also mbr, so I did that over the command lines. Then I put the update in the folders PS3/UPDATE and named it just like in the beginning to no avail.
