Is PS3GameConvert a virus?

I have been looking at the CFW2OFW compatibility list trying to see what games I could put on my recently updated PS3 HEN. Some of the notes told to use the PS3 Game Convert tool, I researched it, and downloaded it. But for my surprise, Google and Windows had identified it as a virus!
